Summary

Local Services Ads put verified local businesses above normal Google Ads, and you pay per lead rather than per click. In the UK they cover home-service trades nationally, plus legal services and estate agents in Greater London. You need to pass Google's checks and collect reviews before you show, and ranking rewards responsiveness - so answering every call matters as much as the budget you set.

Introduction

Most small business owners who've tried Google Ads have had the same experience - money going out on clicks, and no real way of knowing which of them turned into a job. Local service ads flip that model. With Google's Local Services Ads, you pay when a customer actually calls, messages or books you, not every time someone clicks and bounces.

For UK plumbers, electricians, roofers, cleaners and a growing list of other trades, that makes them one of the lowest-risk ways to get in front of people searching with a job to hand out. They sit right at the top of the results page, above the normal paid ads, with a Google Verified badge that does a lot of the trust-building for you.

But pay-per-lead doesn't mean set-and-forget. The businesses that win on Local Services Ads aren't the ones with the biggest budgets - they're the ones that pick up the phone. This guide covers how they work, who can use them in the UK, what they cost, how verification works, what's changing in 2027, and how they fit alongside the rest of your Google Ads setup.

What are Google Local Services Ads?

Google Local Services Ads are a pay-per-lead ad format that shows verified local businesses at the very top of Google search results. Each listing shows your business name, star rating, review count, service area and a Google Verified badge. Customers call, message or request a booking directly from the ad, and you only pay for those leads, not clicks.

They look and behave differently to standard Search ads. A normal Google Ads text ad is triggered by the keywords you bid on, and you pay each time someone clicks through to your website. Local Services Ads don't use keywords or send people to your website at all - Google matches your profile to searches for the services you've listed in the areas you cover, and the customer contacts you from the ad itself. Google's own Local Services Ads overview describes it as connecting people with local professionals who've been checked by Google.

That changes what you're competing on. With Search ads, you win with keywords, bids, ad copy and a landing page that converts. With Local Services Ads, you win with your profile, your reviews and how quickly you respond - which is why they suit trades so well, and why they catch out businesses that treat them like normal PPC. You can see how Google positions the product on its Local Services Ads page for UK businesses.

Which UK businesses can use Local Services Ads?

In the UK, local service ads are available nationwide to home-service trades such as electricians, plumbers, roofers, HVAC engineers, carpenters, cleaners and landscapers - 28 categories in total. Legal services and estate agents can also use them, but only in Greater London. If your trade isn't on Google's list, you can't run them.

Google's UK Local Services Ads guide splits eligibility into two groups:

  • Nationwide: home services, including electricians, plumbers, roofers, heating and air conditioning, carpenters, cleaning services, landscapers, pest control and more
  • Greater London only: legal services across areas such as employment, family, immigration, personal injury, probate, property and tax law, plus estate agents

The London-only categories are worth knowing about if you're a firm outside the capital, because it explains why you might see competitors in London using them when you can't. Google first rolled Local Services Ads out to Europe in 2020 and has expanded category by category since, so the list does change - check it before you plan a campaign around it.

If you're in a category that doesn't qualify, that's not the end of the road - it just means standard Search ads and a strong Google Business Profile do the job instead.

How much do Local Services Ads cost in the UK?

Local service ads charge per lead, not per click. You set a weekly budget in the Local Services dashboard, and Google charges you when a customer contacts you about a service you offer. The cost per lead varies by trade and location, and you can pause or change your budget at any time.

Google is clear that you pay only for leads related to your business and the services you offer. A lead is a call, message or booking request that comes through the ad - someone scrolling past your listing costs you nothing. If a lead isn't relevant, such as a call for a service you don't offer or an area you don't cover, you can flag it in the dashboard and ask for a credit.

What you won't find here is a single "average cost per lead" for the UK, and that's deliberate. Most of the figures circulating online are American benchmarks, and a boiler repair lead in Manchester doesn't cost the same as an HVAC lead in Texas. Your cost per lead depends on your trade, how competitive your area is and how many other verified providers are bidding for the same jobs.

The more useful number is what a lead is worth to you. If a typical job is worth £400 and you convert one in three leads, you know roughly what you can afford to pay per lead and still make money - and that's the number to set your budget against.

Tip: start with a modest weekly budget for the first month and track every lead against whether it became a paying job. That's your real cost per acquisition, and it tells you far more than any benchmark.

Getting Google Verified: checks, reviews and timelines

The Google Verified badge is what makes these ads work - it's shorthand for "Google has checked this business out," and customers trust it. Getting it means passing Google's screening, and it's worth starting early because it isn't instant.

For UK businesses, Google's screening checks cover:

  • Business registration - that you're a legitimate, registered business
  • Insurance - proof of cover appropriate to your trade
  • Licences and qualifications - where your trade requires them

In Europe, Google carries out much of this checking itself using government databases, rather than relying on third-party background check companies as it does in the US. You'll also need reviews on your profile before your ad can go live - Google explains the full list of requirements in its guide to how providers qualify.

You don't have to wait for the full badge to start getting leads. Google offers pre-badge ads once you've passed the preliminary checks and while the rest of your onboarding is finished. They show below fully verified providers, so they'll get less visibility, but they get you in the game sooner. Pre-badge ads aren't available for every category, though - garage door services, locksmiths and healthcare categories have to be fully verified first.

Reviews are the part most businesses underestimate. Your star rating and review count sit right on the ad next to your competitors', so a steady flow of genuine reviews is as important here as it is on your Google Business Profile. Our local SEO checklist for small business covers how to build that review habit into your day-to-day.

How Local Services Ads rank: responsiveness beats budget

Your Local Services Ads ranking depends on more than budget. Google weighs your reviews, proximity to the customer, business hours and, critically, how responsive you are. Google states that if you regularly fail to answer calls or respond to messages, your ranking may drop. Answering every lead is the cheapest ranking lever you have.

This is the part that separates the businesses that get a steady stream of work from the ones that switch Local Services Ads off after a month and call them a waste of money. Google's own explanation of how Local Services Ads rankings work puts responsiveness alongside reviews and location, and its UK Local Services Ads guide says plainly that regularly missing calls or messages can hurt your ad ranking. So every call that goes to voicemail doesn't just lose you that job - it makes it less likely you'll be shown for the next one.

The problem is obvious for trades. If you're up a ladder, under a sink or driving between jobs, you can't answer the phone. And the customer on the other end isn't waiting - they're tapping the next verified plumber on the list.

We've seen what closing that gap does. For a private cosmetic dental practice, we built an AI voice system that calls every new lead within 60 seconds, 24/7. Over six months, every lead was contacted within that minute, 2% of cold outbound calls turned into booked consultations, and not a single lead was lost to voicemail. Different industry, same principle - speed of response wins the customer before a competitor gets the chance.

Tip: pair Local Services Ads with an AI answering service so no lead ever rings out. It answers when you can't, captures the job details and books the callback, and it keeps your responsiveness score where Google wants it. It's the same approach we use for practices looking at a dental answering service.

What's changing: Local Services Ads are moving into Google Ads

Google is folding Local Services Ads into Google Ads as Performance Max campaigns with pay-per-lead goals. The switch started with selected US home-service categories in August 2026, and accounts outside the US - including the UK - are scheduled to move in 2027.

The parts that matter most aren't changing - you still pay per lead, you still appear on Google Search and Google Maps, the Google Verified badge still applies, and targeting is still keywordless. What changes is where you manage it. Your account moves out of the separate Local Services dashboard and into Google Ads, your average weekly budget is converted into a daily one, and manual bidding is no longer supported.

Tip: your historical Local Services reports don't carry across to Google Ads, so download your lead and performance data before your account migrates. It's the only record you'll have of what a lead has actually cost you.

Local Services Ads vs Google Search Ads: should you run both?

For most eligible trades, the answer is yes - they do different jobs, and they're stronger together than either one on its own.

Local service ads are built for high-intent, "I need someone now" searches like "emergency plumber near me" or "electrician Leeds". The customer wants a trusted local business fast, and the verified badge, reviews and one-tap call do exactly that. You pay per lead, so the risk is low.

Standard Search ads fill the gaps Local Services Ads can't:

  • Services Google doesn't list - if you do specialist work that isn't one of the Local Services categories, Search ads are the only way to advertise it
  • Keyword control - you choose exactly which searches you appear for, and can exclude the ones that waste money with negative keywords
  • Your own landing page - you can send people to a page built to sell a specific, high-value service, rather than a generic profile
  • Wider campaign types - once Search is working, formats like Performance Max can extend your reach across YouTube, Maps and Display

Running both also takes up more space at the top of the page. A customer who sees your verified listing and a Search ad for the same service is seeing you twice before they see a competitor once. The key is to track them separately, so you know which one is actually bringing in paying jobs - which is how we approach Google Ads management for trades clients.

Conclusion

Local Services Ads are one of the fairest deals Google offers small businesses - you only pay when a real customer gets in touch. But they reward the basics, not the budget.

Three things to take away:

  • Check eligibility first. Trades qualify across the UK, but legal and estate agency services are Greater London only.
  • Start verification early. Registration, insurance and reviews all take time, and pre-badge ads can get leads flowing in the meantime.
  • Never miss a lead. Responsiveness affects your ranking, so answering every call is worth more than a bigger budget.

FAQ

Are Google Local Services Ads available in the UK?

Yes. Local Services Ads are available across the UK for home-service trades such as plumbers, electricians, roofers, cleaners and landscapers. Legal services and estate agents can also use them, but only in Greater London. Google's UK guide lists every eligible category.

How much do Local Services Ads cost per lead?

You pay per lead rather than per click, and the cost varies by trade, location and competition. There's no reliable UK-wide average, as most published figures are US benchmarks. The best approach is to work out what a lead is worth to your business and set your weekly budget against that.

What is the Google Verified badge?

The Google Verified badge shows that a business has passed Google's screening process. In the UK that includes checks on business registration, insurance and any licences your trade requires. The badge appears on your ad and helps customers trust you before they've even called.

Can I get refunded for bad leads?

You can dispute leads that aren't related to your business, such as calls for services you don't offer or areas you don't cover. You flag them in the Local Services dashboard, and Google reviews them and credits valid disputes. Genuine customers who simply don't hire you aren't refundable.

Are Local Services Ads better than Google Ads?

They're not better, they're different. Local Services Ads are ideal for urgent, local searches and charge per lead, while standard Google Search ads give you keyword control, your own landing page and access to services Local Services Ads don't cover. Most eligible trades get the best results running both.
